Founded in 1983, as Northeast Health (now Pen Bay Healthcare or 'PBH'), PBH is a system designed to provide integrated health care services to Maine's Midcoast area. Acute care is provided at PenobscotBay Medical Center; long-term care by the Quarry Hill Retirement Community and the Knox Center; home care services by Kno-Wal-Lin Home Care & Hospice, and behavioral services through Mid-CoastMental Health Center, Choice-Skyward, and PBMC PARC (PsychiatricAddiction Recovery Center).

Each of the major components had its own board and board committees and met separately until 1994, when they determined that provision of services would be both more efficient and effective if governed by a single, system-wide board of trustees with a president to manage the integrated services.

The Northeast Health (PBH) Incorporators approved the re-organization in November 1994. Subsequently, the new board elected Frank C. Wheelock, Jr., M.D., as its first chair and Gary Daniels as the first president.  Currently, Mike Jones serves as chair of the PBH Board of Trustees (07-09) and Roy A. Hitchings, Jr., FACHE, was named president of Northeast Health (PBH) in September, 1998.

 ABOUT THE BOARD . . .

The Pen Bay Healthcare Board of Trustees consists of 19 men and women from the mid-coast Maine area who volunteer their services and meet once a month. Four trustees are elected representatives of the PBMC Medical Staff, one of whom is its president; 15 trustees are elected by the Incorporators of Pen Bay Healthcare.

PBH is the parent corporation of what is now five major components:  Kno-Wal-Lin Home Care and Hospice, Inc., Mid-Coast Mental Health, Penobscot Bay Medical Center, Penobscot Bay Physicians & Associates, and the Quarry Hill Retirement Community.  Other of our community service departments (which come under PBMC) include The Knox Center, Health Connections, Mid-Coast Speech and Hearing.

The Pen Bay Healthcare Trustees are responsible for setting the institution's policy guidelines and monitoring the management of its various constituent health care units to assure the quality of patient care. The monitoring is carried out principally through board committees that deal with various aspects of health care management. The board is also responsible for the institution's financial stability and for maintenance of buildings and grounds.

Every effort is made to assure geographical representation on the board. Members of the present board live in Camden, Cushing, Hope, Lincolnville, Martinsville, Owls Head, Rockland, Rockport, Tenants Harbor, Thomaston, Union, Waldoboro, and West Rockport.

Many of the original trustees have continued to serve the community through the years by sitting on component boards and hospital committees which resulted from the 1994 reorganization and streamlining of governance. As a valued and integral part of the Pen Bay Healthcare system, they are very much respected. Appreciation is also expressed to the current PBH Board members in their ongoing service to our community.

THE TRUSTEES . . .

STEPHEN BOWEN was nominated to the board as of June 25, 2007, through November, 2009. He also serves as co-chairman of the PBH Community Relations Committee. Stephen has a B.A. in Political Science from Drew University and a Masters in Education from George Mason University. He was a public school teacher for 10 years, including seven years teaching 8th grade at Camden-Rockport Middle School in Camden. He also represented Camden and Rockport for two terms in the Maine Legislature, 2002 to 2006. Through his first term, he served on the Marine Resources and State and Local Government Committees. His second term was served on the Appropriations Committee, during which time he helped negotiate several state budget and bond bills and became deeply involved in the issues surrounding the state’s role in the provision and funding of health care. In that capacity, he worked extensively on healthcare related issues. He was active in debates over Dirigo Health, MaineCare policy, and hospital reimbursement. Stephen has also served on the Knox County and Rockport Charter Commissions, and currently serves on the Zoning Board of Appeals in his hometown of Rockport. Today, Stephen is a policy analyst at the Maine Heritage Policy Center in Portland, where he is director of education reform. He lives in Rockport with his wife Heather, and daughters Emily and Katherine.

ANN W. BRESNAHAN joined the Pen Bay Healthcare Board in 2004, and sits on the Community Relations Committee. She is president of the PBH Foundation Board, serving also on their PBHF Investment Committee. She graduated from the Ethel Walker School and attended the Sorbonne in Paris, France, and Colby College. Ann has been active for many years as a volunteer in the community. She is a director of Camden National Bank and Camden National Corporation and is a member of the corporation of Hurricane Island Outward Bound School. She is a founding partner of Partners for Enrichment and teaches Sunday school at the First Congregational Church of Camden. Ann lives in Hope with her husband Rick and is the mother of Rick, Elizabeth and David.

BARRETT W. BROWN serves as vice chairman of the PBH Board of Trustees (2007-2009). He also serves on the component board for KWL Help At Home. Barrett is active on the PBMC Board of Credentialing Sub-Committee, and is chairman of the PBH Planning & Facilities Committee and the PBH Facilities Sub-Committee. He received his B.A. in Psychology from Williams College and a Master's in Business Administration from Rensselaer Polytechnic Institute. He has a strong background in healthcare, having worked for a multi-hospital health system before joining a management consulting firm specializing in health care. Barrett and his family relocated to the area when he assumed responsibility for his family’s business, CedarWorks, in 1997. He and his wife, Dr. Lynne Kaplinsky (a member of the PBMC Active Medical Staff) live in Rockport with their four children, Kienan, Isabelle, Quinn, and Cameron.

DOUGLAS S. COLE, M.D. has been on the PBMC active medical staff since 1985, and joined the PBH board in 2002. He also sits on the PBH Governance Committee and the PBMC Infection Control Committee. Dr. Cole is a general surgeon and an active member of the PBMC Medical Staff, serving on PBMC's Medical Staff Executive Committee and the PBMC Medical Staff Development Committee. He received his M.D. at the University of Virginia School of Medicine, completing his residency training at the University of Vermont and the State University of New York at Buffalo. Dr. Cole also received his Master's Degree in Administrative Medicine in 1994 from the University of Wisconsin. He and his wife Patricia, a Registered Nurse in Day Surgery, reside in Rockport.

ROBERT FERNALD of Rockport serves as secretary to the PBH Board, is chairman of thePBH Governance Committee and the PBH Risk Management Sub-Committee, and sits on the PBH Nominating Committee and the PBH Board Executive Committee. He sits on the component board of Kno-Wal-Lin Home Health Management, Inc. Bob is president of Down East Enterprise, Inc. He received his B.A. in English Literature from Syracuse University and his Master's in Business Administration from the University of Maine at Orono. He is on the board of United Mid-Coast Charities and is a member of the Eta Class of Leadership Maine. Bob and his wife Maxine have three children, Sam, Ben and Eleni.

ROBERT S. FURMAN, M.D. of Camden serves as a member of the PBH Planning and Facilities Committee, the PBH Quality Committee, the PBMC Board Credentialing Sub-Committee, and the PBMC Medical Staff Development Committee. He is a trustee on the component Board of Penobscot Bay Medical Center. A retired orthopedic surgeon, he received his bachelors degree from Lawrence College in Appleton, Wisc.; his doctorate from the University of Pittsburgh; his internship at Milwaukee County Hospital, and completed his residency in orthopedic surgery at Upstate Medical Center of New York in Syracuse. He is a member of the American Medical Association, American Academy of Orthopedic Surgery, was the last medical staff president of Knox County General Hospital and the first medical staff president of Penobscot Bay Medical Center. He is past President of Maine Academy of Orthopedic Surgeons and past chairman of the PBMC Medical Staff Credentials Committee. Dr. Furman and his wife Barbara have four children and seven grandchildren.

STEPHEN W. HANSCOM, ESQ. of Camden, was previously an Incorporator for Penobscot Bay Medical Center and brings to the board more than 30 years of experience as a local attorney. As a PBH Trustee, he also sits on the Planning & Facilities Committee and the PBH Quality Committee. He received his B.A. from Bowdoin College and his J.D. from Boston University and joined the law firm of Collins & Crandall, now Crandall, Hanscom & Collins, P.A., in Rockland,  in 1974. He is also a justice of the peace for Knox County. He is a member of the Knox County, Maine State, Massachusetts, and American Bar Associations and the Maine Trial Lawyers Association, is a Bar Fellow and serves on the Fee Arbitration Panel of the Board of Overseers of the Bar. He has served on the boards of directors for the William A. Farnsworth Library and Art Museum, the Coastal Mountain Land Trust, Camden Yacht Club, Camden Teen Center Board, as Commodore of the Rockport Boat Club, and is a past-president of the Camden Congregational Church. He and his wife, Loie, have three children, Lorna, Henry and Hannah, one grandchild and look forward to welcoming a second grandchild in the new year.

ROY A. HITCHINGS, JR., F.A.C.H.E., is the president and chief executive officer of Pen Bay Healthcare  and Penobscot Bay Medical Center, most recently becoming a PBH Trustee Ex Officio voting member as approved by the PBH Incorporators on June 8, 2009.

Before joining PBH in September 1998, he was executive vice president of Cape Cod Healthcare, Inc., headquartered in Hyannis, Mass. Cape Cod Healthcare, Inc. was formed by the 1996 merger of Falmouth Hospital and Cape Cod Hospital systems, an integrated network of two hospitals, three nursing homes, a home health agency, assisted living, hospice and physician practices. Prior to the merger, he had been president and chief executive officer of Falmouth Hospital for 11 years. In that capacity he led the development from a stand-alone hospital to a community health network.

A 1969 cum laude graduate of Dartmouth College, Roy earned his Master of Business Administration at Harvard Business School. Since 1974 he has concentrated in healthcare and held positions as an ambulatory care administrator, a health and medical consultant as well as a number of executive positions at St. Vincent’s Medical Center, Bridgeport, Conn., a 391-bed Yale-affiliated teaching hospital. Mr. Hitchings serves on the boards of Knox County Health Clinic and United Mid Coast Charities, is president of George's River Chapter of Trout Unlimited and a member of the Maine Hospital Association's Public Policy Council and their Health Reform Committee. He is a past chairman of MHA's board of directors.

Roy and his wife Debbi live in Camden and have two children. Roy enjoys kayaking, fly-fishing and hiking. He is a member of Rockland Rotary. He also takes pleasure in singing with his church choir.

MICHAEL F. JONES of Camden serves as chairman of the board of Pen Bay Healthcare Board of Trustees, is a member of the PBH Board Executive Committee and is co-chairman of the PBMC Joint Conference Committee. He previously served as chairman of the Pen Bay Healthcare Foundation Board, is a member of the PBH Foundation Investment Committee, and a member of the Community Business Partners Executive Committee. He also sits on the component boards of KWL Home Health Management, Inc., and Penobscot Bay Medical Center. He is a vice president and commercial loan officer at Camden National Bank. He also serves as treasurer and board member of Tibbetts Industries, Inc. Raised in Bath, Jones received his bachelor's degree from Bowdoin College.

PAUL KLAINER, M.D. serves on the PBH Finance Committee, the PBH Planning and Facilities Committee, and the PBH Quality Committee. Currently he is chairman of the PBH Board – PBMC Medical Staff Joint Task Force on Improving Relationships. He is a graduate of Colby College and Tufts University School of Medicine. He is Board Certified in Internal Medicine and Emergency Medicine. After completing a career in academic and community emergency medicine, Dr. Klainer returned to Maine. He is the founder and medical director of the Knox County Health Clinic, which provides medical and dental services to the area's uninsured. He is also a member of the Executive Committee of the Maine Medical Association. He has a special interest and expertise in information technology and healthcare access. The Klainers make their home in Owls Head, and have a daughter, Suzanne, who is in training to be an anesthesiologist.

WILLIAM E. MASTER, M.D. lives in Thomaston, is a physician practicing under PBMC's Hospitalist Service, and the newest president of the PBMC Medical Staff, as of April 1, 2008 (a two-year commitment), also chairing the PBMC Medical Staff Executive Committee. As well as being an active PBH Board of Trustee, he also sits on the PBMC Board.  Dr. Master serves as a member of the PBH Planning & Facilities Committee, the PBH Quality Committee and the PBH Board Risk Management Sub-Committee. He graduated from the University of Pittsburgh School of Medicine in 1997, and completed internship and residency in Internal Medicine at Maine Medical Center in 2000; he received his board certification in Internal Medicine the same year. Before entering medical school, he was an attorney in Reading, Pa., where he was born. He practiced law in a small private firm for ten years and was an assistant district attorney prior to that. Dr. Master received his law degree from Dickinson School of Law in Carlisle, Pa.  and received his bachelor's degree from Dartmouth College. He is married to Kay Master and they have a combined family of six children.

SARA K. MONTGOMERY, CIC, is a recently appointed trustee to the PBH Board. She serves on the board of trustees for Quarry Hill and the PBH Foundation Board and on the PBH Governance Committee, the PBH Board Executive Committee. Sara is chairwoman of the PBH Planning & Facilities Committee. She is a senior vice president with the Allen Agency/Allen Financial Group, Camden. She is a member of Camden Rotary Club and president of the Megunticook Watershed Association.

MATTHEW W. ORNE is newly appointed to the board. He serves on the PBH Finance Committee and the PBH Planning and Facilities Committee. He graduated from St. Lawrence University with a degree in economics, and is now working for a real estate investment company that specializes in government subsidized housing. Matthew, wife Michele, and their family of four children live in Camden. He has been a full-time resident there since 1989, and a life-long summer resident.

BRIAN R. PIERCE, M.D., serves as one of the three PBMC Medical Staff's appointed representatives to the PBH Board of Trustees. As well as acting as a PBH Trustee board member, he sits on the board for Quarry Hill. He also serves on the PBH Planning & Facilities Committee and the PBH Quality Committee. Dr. Pierce is an owner of Midcoast Medicine in Rockport. He received his MD degree from Dartmouth Medical School in 1995 and completed a family medicine residency at Malcolm Grow Medical Center at Andrews AFB, Maryland in 1998. After military duty in Japan and Delaware, he joined Midcoast Medicine in 2002. He is board certified through the American Board of Family Medicine. Brian and his wife Andrea live with their four children in Camden.

ERIC R. SCHENK, D.O., was recently voted upon by his peers to become a PBH Board of Trustees Medical Staff Representative, beginning his first two-year term as of October 2008. He also sits on the PBH Community Relations Committee and the PBH Planning & Facilities Committee. Dr. Schenk specializes in Internal Medicine and is in private practice at Coastal Maine Internal Medicine, Pen Bay Physicians Building, Rockport. Graduating from the Ohio University College of Osteopathic Medicine in 2002, he served his internship and residency at Mary Imogene Bassett Hospital, Cooperstown, N.Y. (2002-2005). He is board certified through the American Board of Internal Medicine and the American Osteopathic Board of Internal Medicine. On a personal note, he is a member of Rockland Rotary Club and enjoys fly fishing, gourmet cooking, and travel. Dr. Schenck, his wife Melissa and their 4-year-old twins, Lauren and Benjamin, live in South Thomaston.

EVERETT L. SPEAR, III  began a four-year term as a PBH Board member in 2007. He also sits on the Kno-Wal-Lin Home Health Management, Inc., Board of Trustees. He serves on the PBH Finance Committee and the PBH Audit Sub-Committee. As president of E. L. Spear, Inc., Lumber & Hardware, he leads the 4th generation of this 108-year-old local company. Everett takes a very active role in his local community, currently serving as board member and secretary, Penobscot Bay Area Chamber Of Commerce; member and past president Rockland Kiwanis Club; past board member Farnsworth Art Museum; past board member and president the Toy Library; past board member and past chairman Rockland Planning Commission, past board member Rockland Comprehensive Planning Committee, and past board member and treasurer Retail Lumber Dealers of Maine Association. He is also a graduate of the University of Maine at Orono ’85. Everett and his wife Rona live in Rockland with their four sons, Lincoln, Parker, Preston and Elliott. He enjoys family, woodworking, skiing and boating.

LEE WEBB is a resident of Union, and is newly appointed to the PBH Board as of July 2008. He sits on the PBH Finance Committee and the Joint Conference Committee. He is a Senior Fellow at the Margaret Chase Smith and is in the Ph. D. Program in American/ Maine History at the University of Maine in Orono, He has a BA from Boston University, an M. A. from Goddard College, and a Ph.D. in public administration and public policy from the Union Institute.

In the 1970s, he was president of the Center for Policy Alternatives in Washington, a national public policy research center on state and local government policy. After moving to New York City, he was executive vice president of the NY Urban Development Corporation, and acting president of NY Job Development Authority. Moving to Boston he was vice president of Partners Health Care, managing their economic development, capital construction, and capital budget planning. Moving back to New York City, Lee was vice president for Administration at the New School University in New York with responsibility for capital financing, real estate, capital construction, facilities, and other departments.

DEBORAH WHEELOCK of Tenants Harbor serves on the PBH Planning & Facilities Committee, the PBH Quality Committee, the PBH Risk Management Sub-Committee, the Knox Policy Committee, the PBH Nominating Committee, and Co-Chairs the PBH Community Relations Committee. She also serves on the board of the Georges River Education Foundation and is the GREF Board’s treasurer. Debby is secretary of the St. George Solid Waste and Recycling Committee. In the past, she has been a member and treasurer of the St. George School PTA and treasurer of the Georges Valley High School Academic Boosters. For many years she was the book chairman of the Jackson Memorial Library in Tenants Harbor. Debby has been a volunteer at the Farnsworth Art Museum and served as the treasurer for the Guild of the Farnsworth Museum. She graduated from American University in Washington, D.C. Currently she works as office manager in her husband Chuck Paine's yacht design office in Camden. She and her husband have one son, Nick.

DAVID R. WILLIAMS, CPA.  David is treasurer to the PBH Board of Trustees and its component boards. He also serves on the PBH Executive Committee, the Joint Conference Committee, and is chairman of the PBH Finance Committee and chairman of the PBH Audit Subcommittee. He is the managing member of the Williams CPA Group, LLC, and has served on a number of civic and environmental boards. David was raised in the Camden area and returned in 1995 to manage the local office of a regional accounting firm before purchasing the practice. He attended Hamilton College and has a B.A. in economics. David lives in Camden with his wife Kathleen and two stepdaughters.
